Issuer and municipalities
The issuer’s city decides where the invoice goes and which local rules apply.
Routes by municipality
You do not choose the system: the IBGE code of the issuer’s address does. Any municipality can be registered; before the first invoice we read its parameters from the national environment. If it does not issue on the national standard, or we could not confirm it yet, the invoice is refused before it takes a number, rather than accepted and failing later. The same parameters tell whether the city requires the three-digit municipal code. Once an issuer has issued, its route is locked.

Environments
- Sandbox: a local simulator of the national system. No certificate needed, no fiscal value.
- Restricted production: the government’s test environment, with your real certificate. Invoices there have no fiscal value.
- Production: real invoices. The option is available only when production transmission is enabled for the deployment, and it is chosen per issuer.
A municipality on the national standard needs nothing from us: its rules come from the government. A municipality with its own system needs a new route that can issue, check whether a document already exists, and cancel. Tell us which city you need.
